DEWA - unable to connect coz of previous tenant... ?

Hi Ladies,
We are moving houses within next week, however we are not able to connect DEWA in new place, because the previous tenant hasn't paid his bills...
Is this normal situation?
Why should we be punished for some stranger?

We must move, our lease expires, and new kicks in soon,
Any of you had similar experience with DEWA?

DEWA do check outstanding balances when you go to open a new account and from my experience they will not open a new account until the old one is cleared, when a tenant leaves a property they should give the final bill with a paid stamp to the landlord to prove they cleared the account - it sounds like the old tenant ran away without doing this! So I see it as the landlords responsibility to clear the account to enable the new tenant to open their own with DEWA - all I can say is good luck, I loath the system here as it puts all the responsibility onto the new tenant and seems to absolve everyone else, when you have just paid AED xxxx to rent a new place and then you get this hassle thrown at you it hardly seems fair does it? It's not your bill to have to pay but DEWA don't care, they just want it paid by someone and this is the easiest solution for them!

On other hand - how on Earth Dewa allows you to close account without paying the bill and how come they allow you to open a second account with them (with outstanding bills) for another villa? edited by nesca77 on 29/10/2011 Because the final bill is paid when you go to collect your deposit, so if you never collect your deposit, then the account just sits there. I guess they do not check these things when opening new accounts.

In our case it is not 150, nor 600 dhs it is 6,500 dhs, which we are absolutely not willing to pay... Those people promised to pay it today, so let's see... Landlords deposit was 5,000 so I hope it is not in their heads to give it up coz it is less than their bill... On other hand - how on Earth Dewa allows you to close account without paying the bill and how come they allow you to open a second account with them (with outstanding bills) for another villa? Hmmm. When DH went to connect our villa there was an outstanding amount of Dh600 (thanks, Dubai Properties!) and he had to pay that before he could connect us :(. Dc your landlord should pay that -send him the bill xx Ta - we do need to get onto them about it. When we rented, it was directly from Dubai Properties who did say they would pay it. But then they transferred ownership of the property to a private landlord so now I have no clue who owes us. It's on DH's very long list of things to sort out! :D

We had a different experience with this... we moved in and had our power on for about a month, suddenly it was cut off with no warning or communication. I asked the building concierge why I had no power, she found out it was because "there was an unpaid DEWA bill". We rang the agent and he found out there was an unpaid bill from the previous tenant, he paid it (thank God) and it was reconnected within a couple of hours. I stalked the corridor where the DEWA cupboard was and gave the technician a good talking to about their principals when he had reconnected it.

we had the same issue too for Dhs 600....DH spoke to the agent, who agreed to repay us the money if we cleared it. So we just paid it off at the same time....:)

TIA edited by nesca77 on 26/10/2011 pay the security deposit in cash and ask the agent to pay for any oustanding dewa out of that ..that was you can still get your deposit back and its cleared the landlord still has to give you the full amount back at the end ..

Thank you ladies, We informed landlord and he is holding their deposit for this reason. Time is ticking and previous tenant doesn't seem to get bills sorted any soon...

We paid the previous bill although it was only 150 aed thank goodness and have sent it to the agent for reimbursement, why am I not surprised we are still waiting for the money!

Happened to us too... contacted the real estate agent who was representing the land lord and handed him a copy of the outstamding bill. It was cleared staraight away and we were then connected.

That happened to us too, we paid it and LL reimbursed us. The DEWA was connected about 4 hrs after we paid it.

The landlord will of taken a deposit off the previous tenant as a guarantee for non payment of things like this The last tenant would not of got his deposit back without showing the final bill to the LL therefore i would advise you contact the landlord ( or the rental agent should do this for you) Good Luck!

If there is a bill outstanding your landlord should pay it from the retained deposit. If the previous tenant did not give the landlord a copy of the final paid bill then the landlord has every right to retain the deposit for such purposes so contact the new landlord immediately. This happened to us and our landlord had to pay to clear the outstanding bill. Good luck. If you get no joy go to rera <em>edited by Clairehdp on 26/10/2011</em>
