bearing in mind that a lot of the expat population is of a small stature; i would say that the average shoe size is below 38 - if you look in shoe shops; size 37 is usually the one on display - so i would guess that was the average size here.
depends on your target market though...
I'm a size 40 European, size 11 in Pakistan.
My 8year old daughter is already a size 37 - it is so difficult to find suitable, appropriate shoes for an 8year old in an adult shoe (no high heels, fancy bling etc). Children's shoes stop at 36 - I haven't found any store - expensive or cheap - that stocks any larger. Perhaps this is an area which your friend could look into. I have seen this problem mentioned so many times on this forum.
I am a size 37 but find my feet have gotten wider whilst living here, really need a wider fit shoe, at moment, love New Look range for wider fit, trendy (not comfortable old fashioned shoes), lots of lovely shoes here but made for skinny feet !
