You have to purchase an iPhone that is unlocked. Both my DH and I bought ours from Virgin in MOE, yes it's more expensive but when and if we leave Dubai one day we won't have any problems. My DH works away a lot and we use FaceTime all the time.
Just remembered,,,,our Mac is also from UAE.
There is no way for the authorities to prevent Facetime being installed on a Mac. It's only iPhones and iPads that it can be made very very difficult (or impossible) on.
Our Mac, 2 iphones, 2 ipods and 2 ipads all have facetime and all work without any issue here in Dubai.
All were purchased outside of the UAE. Except one ipod which is a grey market one from a stand in MOE. Just remembered,,,,our Mac is also from UAE.
We bought a new iPad from Sharaf Mirdif City Centre back in September when we were visiting from Muscat and it was sold as having FaceTime on it. Haven't ever been able to access/log in to FaceTime or iMessage since we bought it either in Dubai or Muscat. We've tried doing this in both Dubai andMuscat and both are legal here in Oman. However when we upgraded from Snow Leopard to Mountain Lion in Oman on our MacBook Pro, hey presto, we have iMessage and FaceTime on our MacBook Pro for the first time ever and our MacBook Pro was bought in Dubai in 2009 - but FaceTime and iMessage are legal herein Oman and appreciate that this doesn't help those of you in Dubai.
I really do not understand how this does or doesn't work. It really doesn't make any sense to me at all.
Edit to add that we were staying with friends in Dubai when we bought the new iPad and and they are with Du and use their UK bought iPads and use FaceTime all the time with no problems at all. Against that we have another friend who has a non regional bought iPhone and was able to use FaceTime until about two weeks ago and can now only access FaceTime calls via a veepee enn. Go figure!

I got my iPad from the grey market here with FT, and bought another one at Dubai airport duty free a couple of days ago with FT, I made them check first, not sure about iPhones but I will be looking for one soon and will check also. Can you take your one back for a refund?
You have to ask for one with FaceTime on they will be phones/ipads from another country as those made for the UAE do not have it on.
Take it back and ask for them to give you a grey market import one they're from uk, us or Australia and all have FaceTime. An official middle eastern variant ( iPhone and iPad) does not have FaceTime.

I think it depends where u buy it from we bought a new iPad yesterday with FaceTime on from sharaf dg and it works, though my iPad and iPhone fom I style didn't have it on.
I've never jailbroken an iphone, have my kids ipods to help them with getting smurfberries on their games. I've also bought an iPad with facetime, and it works for us in the UAE, never had issues using it here.
I've got FaceTime on my iPad - bought the iPad from the USA.
FaceTime doesn't work for me here in the UAE, but I know it does work for some of my friends here.... Can't figure out why I'm having issues with it.

Oops - FaceTime is not loaded on iPhones bought in Dubai. If you really want favetime you will need to see if you can take it back for a refund and buy an iPhone from us or uk where it's already installed.
I have facetime on my iphone. I bought it in Canada though. I can use Facetime outside the UAE but it is blocked for use inside. My husband tried to download Facetime on his ipad here without success nor could he do it outside the country because he bought the ipad in Dubai.
I had my phone "jail broken" and it was the worst thing I ever did as I accidentally allowed to do an update and the whole phone went into lock down and we could not get it unlock again, so beware!!!
Only way is to get the phone jailbroken, but then you run into issues regarding warranty, and no future upgrades will be possible.
If upgrades aren't a concern for you, then if you have issues with the phone and need to take it in to be repair, you simply revert to factory setting which will remove the facetime and also remove the application running you jailbreak on your phone.
Are you sure? I've read that even if the phone is jailbroken, FT can't be installed. It has to be loaded onto the phone at manufacture.

You can't load it on. Facetime has to be pre-installed on the iphone. Apple are complying with the TRA rules to supply phones here without it. You can get lucky and find ones with it, but they need to have come from the US or UK.
