I don't think there are any shops or restaurants - yet. I was looking at flats there just a couple months ago, and they do have a retail section, but it was totally empty. As for people coming and going: I visit friends there from time to time, and I come in and out of the building as I please - there are no access cards (that I noticed) and security has never stopped me to make me sign in or out.
