You have to use approved routes and approved companies to bring animals in, regarding which method you use - air, rail, ferry.
The info is on DEFRA's website (scroll down to "approved routes and transport companies"

There are two ways to do it -
1) fly your dog on a cargo flight to the UK
2) fly your dog as excess baggage on an airfrance flight and drive to the UK
If you do a google search for "Alison doghouse Dubai" you'll find a pet shipping service run by a lovely woman who's been transporting animals for years. She knows all the ins and outs of transporting pets from Dubai and can give you the full range of costs. We know people who have used her and for a very reasonable fee she organizes the export paperwork while you sort out the airline end yourself.
On the whole it's definitely cheaper to do it yourself or use someone like Alison to help you. As for airlines KLM has an excellent reputation for shipping pets.
Pet shipping is one of those industries where you can pay thousands and have someone else completely take care of every step of the process, or only pay few hundred and spend a few hours on the phone with the airline or in the right offices and still get your pet safely to the destination.

I flew our dog back to UK last summer and did all the paperwork myself. DKC offer free advice. It ended up costing less than half of what I'd been quoted from the transfer company. I can't remember everything required, sorry but it's not as complicated as it initially looks.
Sky cargo were also very helpful.
As you are travelling to the UK your dog must go as cargo rather than excess baggage. If you have the time then do the paperwork yourself and save the money. Good luck.
Hi, last Christmas holidays, we brought our dog with us to Italy and then back here and I can tell you how it is to Europe in general, surely UK has different rules for documents there.
But, as far as to Departure from Dubai, after asking for pricing to an agent, we did everything by ourselves. First go to the vet service in Cargo Village, they will give the export permit and other papers and it is valid 30 days. Better go there in the late afternoon. Then go to a vet 7 days before departure for the health certificate and call them before to know about vaccinations and special requirements from UK.
Then back to Cargo Village to show the certificate.
We flew Emirates and the dog was taken as extra baggage, price 25 euro per kg. It was much faster than the cargo procedure s to arrive in Dubai. Hope this helps!
