It is upto the tenant whether she want to register the contract with RERA or not, we've never done it so far.
Under Ejari law all tenancy contracts in Dubai (don't know about A.D.) now have to be registered. This can be done at the Land Dept., municipality office on Al Manara, a post office or typing centre. There have been threads on this topic recently and you will find details of all documentation required.

ive rented out my apartment directly, and in two days, will be meeting my tenant who is now in her fourth year at the apartment.
Ive always done it myself, and this is the first ive ever heard of a rule where you MUST have agents. i went to a typing centre in karama, and got them to do it, cost me 15 dhirams.

Just bumping for the night crew or other's input - does anyone know if this is the case for Abu Dhabi - that you are not allowed to agree a lease without an agent involved?

Call RERA, my friends have rented directly ( and have done this recently) so i dont think it is illegal however i could be wrong as OP said
I rent directly and only needed to provide my visa and passport copy
I think the typing shops will do blank tenancy agreements for you
